Explanations - From National Breed Warden Johannes Grewe

The USCA  signed a contract with the SV in 1989, signed by Paul Meloy and Herman Martin.

Here are the relevant excerpts:

  • "Training degrees and show ratings – as far as these are awarded by SV judges – will be normally accepted; when awarded by USA recognized judges the (USA) will be placed in parenthesis behind the rating."


This is like it is done with any other country.
 

  • "Breed surveys will only be recognized when these are done by SV Koermeisters in accordance with the German Breed Survey guidelines."


This is the point we are working on with the SV.

Here are excerpts from a letter by the SV Director Mr. Lux to the then vice-president and now president of the SV, Herr Wolfgang Henke, dated 10.28.99:

"The breed survey qualifications for a breed survey in USA are set down that a trial does not have to be done under an SV working judge. For breed surveys in USA it is sufficient to do a trial under a judge from the local organization. This ruling is for all dogs that are in American ownership.

A trial under an SV working judge, or an SV-recognized judge (see the Judges’ list) if the specific dog is under German ownership, as otherwise the breed survey can not be recognized in Germany. 

If a dog, who has been breed surveyed in USA and who has not completed the requirements under the rulings for a breed survey in Germany and is to be used for breeding in Germany, he must, in order to be recognized under the USA completed breed survey, make up these requirements.

A USA- acquired training title is not recognized for German breeding, as the trial was not completed under an SV or SV-recognized judge. These will be considered, however, for the issuance of a pedigree for the USC of America."

Each country has their own rulings, titles and procedures. They count for each individual country. The acceptance from other organizations or countries is the sole responsibility of each organization. The SV does only recognize for their own breed registry the rules, titles and awards granted by the SV. 

USA has the same policy, with the exception that we do recognize in general the titles and awards given by the SV.

What all this means:

When a dog owned by an American resident receives SchH titles and conformation ratings from a USA-recognized judge, that will be accepted by the SV as long as the dog is used within the breed registry of USA.

When the dog is sold to a German resident, then of course those titles and awards are not recognized for the German registry.

The same rule applies to all countries.

When you as a U.S. resident send your female to Germany for breeding, then of course all titles and show ratings given by USA are recognized.

When you enter as a USA resident your dog in the SV Sieger Show, then of course all titles and show ratings given by USA are recognized.
 

What does it take to have a dog from anywhere in the world to be accepted by the SV for a German resident who wants to receive a German SV pedigree:
 

1. The dog must have a four-generation pedigree from an FCI-recognized organization (that is AKC for America), must be tattooed, and the tattoo number must be entered on the pedigree.

2. The dog itself and both of its parents must have a matching DNA, done by the SV-contracted laboratory.

3. The dog must have obtained the "a" stamp or any other recognized hip-evaluation status. (For example Ulk v. Arlett "a" Italy,  OFA is not recognized).

4. The dog must have obtained a show rating under an SV conformation judge with a minimum of "G."

5. The dog must have obtained at least one (1) Schutzhund title under an SV performance judge, SchH1-3 or IP1-3.


If there is anywhere in the world a stud dog that fulfills the above requirements, the German breeder can send his female for breeding to this dog. The FCI-recognized registration organization will need to certify a stud certificate and certifies the 4-generation pedigree. 

If there is anywhere in the world a female dog that fulfills the above requirements, the German breeder needs to purchase this dog to be eligible to receive recognition on the offspring born in Germany.

Anybody in the world can send a female dog which has a four-generation pedigree from a FCI-recognized organization to Germany to breed to one of their stud dogs. There are no other requirements. The SV will provide a certificate on the mating and will certify a four-generation pedigree on such stud dog.

It is not possible for any non-German resident to do breedings with the German SV registration. 

Any Breed Survey classification to be recognized in these regards needs to be obtained under an SV Koermeister. 

While USCA has established almost all the same rules as the SV and works toward world recognition, it is up to USCA’s members to recognize USCA with all its rules and regulations, its judges and breed registry.  We cannot expect any world recognition if our own members do not recognize us. 

I don’t know what WDA has established. I cannot find anything other than offering trials, shows and breed surveys. But the question remains for whom and for what purpose? They claim to be affiliated with the GSDCA and therefore the AKC. Now it is my understanding that the AKC, and therefore the GSDCA, do not recognize Schutzhund titles, show ratings and breed surveys; if they did, it would show up in pedigrees. We will see how the new AKC working-dog titles will fit into the requirements for SV breed surveys. 

What does it mean when WDA President Wayne Davis says they accept USCA titles? What is it for, if it is not for breed surveys or any other requirement on the breed sector? The answer might be for the sport. Great!!!

To all, 

There are complaints and problems with the realization of Breed Surveys
which need to be corrected. We have been somewhat lenient in
interpreting our rules, which are in existence at least since 1998. It
has become practice that dogs are being entered in Breed Surveys without
a show rating on Saturday, and then being shown the next day to receive
the required show rating (for Breed Survey). This practice can and has
cost problems and is in violation with our rules. 

Dogs entering the breed survey must have a conformation rating of a
minimum of "Good" (which can be received in any class 12 month and
older), a minimum SchH1 rating with a minimum of 80 points in
protection, AD,  and OFA or "A stamp". 

The authorization form must clearly state on which day the Breed Survey
is held and must be separated from the Breed Show. 

I have been informed that Breed Surveys and Shows are mixed up in their
detail realization. 

It needs to be understood that the breed survey is an event by itself
and can not be divided over several days. There is no way that we can
allow, for example: 

To have the protection phase of the Breed Survey before a Breed Show and
then the other requirements for the Breed Survey to follow up after the
Breed Show. Breed Surveys cannot be interrupted by another event. Also
Breed Shows cannot be broken up, either. All classes must be shown on the
same day, beginning with puppy classes. (The only exception is the Sieger
Show). 

The authorization form must clearly state on which day the Breed Show is
held and must be separated from the Breed Survey. 

As of January 1, 2004 these rules will be strictly enforced.

8-20-03 Good day to all Southeastern Regional Members.

        I know it has been a while since there has been an update ... but no
news is good news!

I am going to try and list what should be done before a breeding takes
place, while a breeding is taken place and after the breeding as pertaining
to the guidelines posed by the USA. This is not all inclusive. It is done to
possibly enlighten, answer some questions and give some direction to those
of you that choose to breed.

*In order for a litter to be registered with the USA you must have a
registered kennel name*

Lets start out with the possible partners. Some of this may be redundant but
please allow me some latitude. Both sire and dam must have:

  a. A SchH, IPO, DPO or HGH title
  b. A minimum of a "G" show rating
  c. Recognized hip certification. "a" Stamp or OFA
  d. Must be breed surveyed
  e. Must be registered

*In order to ensure a successful breeding and to know when the bitch
ovulates I would also recommend taking the bitch in to your vet for
cytology and progesterone tests.*
 

When registering a litter, please complete the Report of Breeding card and
return it to the USA Office on the day of the breeding. Breedings that are
reported to the USA Office will be printed in the "Schutzhund USA Magazine."

A USA Tattooer is to be contacted and arrangements made for the tattooing of
all puppies in the litter. All puppies must be tattooed.
In case of an emergency a Veterinarian can be used. I have the paperwork
required for your Vet. Let's try not to abuse the emergency clause !!

A USA Breed Warden is to be contacted and arrangements made for two visits
to your kennel, the first being between the third and tenth day after
whelping and the second visit at the time of tattooing, being between the
sixth and eighth week after whelping. In case of an emergency a Veterinarian
can be used. I have the required paperwork for your Vet.

The litter registration application must be received at the USA Office
within 6 months after the puppies are whelped.

Some changes are coming that will affect the USA Breed Registry Program. In order to support the USA and Breed Registry program, it will be necessary to have enough Breed Wardens and Tattooers in every region. 

I believe we have one of the strongest regions in the USA, if not the strongest. Let’s show our strength by supporting the Breed Registry Program.
